NIH PI Salary Limitation

For FY 2012 the Consolodated Appropriations Act, 2012 (Public Law 112-74) signed into law on December 23, 2011, restricts the amount of direct salary to Executive Level II of the Federal Executive Pay scale. The Executive Level II salary is $179,700. For details regarding this new PI salary limitation please go to NIH guide notice NOT-OD-12-035.

Cayuse 424 is live!

The Office of Sponsored Projects is pleased to announce that Cayuse 424 is live! Cayuse 424 is a fast, easy-to-use Web application designed to simplify the creation, review, approval, and electronic submission of grant proposals submitted through Grants.gov. Cayuse features support of 98% of opportunities in Grants.gov, an advanced validation engine that helps eliminate errors, and tools to make the proposal creation process more efficient. Researchers and administrators can access Cayuse 424 now at utah.cayuse424.com. Your CIS login and password are also used for Cayuse 424.

AHA submission fee

There is a new requirement of AHA research applicants. Effective with the winter 2012 deadlines, each applicant is required to either be an American Heart Association Professional Member or to pay $100 per application submission. This fee helps to defray the administrative cost of processing applications, making more funds available for research awards.

A new Membership/Application Fee page has been added to the AHA application form in Grants@Heart. From this page, one may click a link to renew or join AHA Professional Membership. Membership tiers start at $75.

Applicants who opt to pay the $100 application fee, instead of joining, will be required to enter credit card information prior to submitting their application to the grants officer (GO). Until an applicant joins/renews AHA Professional Membership or enters credit card information to pay the fee they can not submit an application to AHA. Click here for more information.

Error Correction Window eliminated for NIH, AHRQ and NIOSH

Beginning with due dates on or after January 25, 2011, NIH, AHRQ, and NIOSH will eliminate the error correction window from the application submission process. The error correction window originally allowed applicants an opportunity, after the deadline, to correct missing or incorrect aspects of their submitted applications.

Beginning on January 25, 2011, all applications must be submitted error-free prior to the submission deadline. Applications that contain errors after that point in time will be subject to the NIH late policy and may not be accepted for review.

The elimination of the error-correction window does not affect the two-business-day application viewing window (i.e. the time an applicant has to view the electronic application image in eRA Commons upon NIH's receipt of an error-free application). Applicants will still be able to view their application and reject and submit a corrected application prior to the submission deadline. NIH, AHRQ, and NIOSH encourage applicants to submit in advance of the due date to take advantage of the opportunity to correct errors and warnings and to review the application in the eRA Commons before the deadline.

With this change, it is even more critical to follow the University's grant submission policy. The Office of Sponsored Projects (OSP) will need to have the proposal in queue five business days prior to the sponsor's due date to allow for OSP review and submission, error correction and PI review prior to the deadline.

NRSA Reference Letters

Prospective applicants for the Ruth L. Kirschstein National Research Service Award (NRSA) Fellowships and Individual Career Development awards must have the Letters of Reference submitted in the Commons system by the application receipt deadline date. Prior to this policy change, there was a 5 business days grace period for the receipt of letters of reference after the application receipt due date. The new policy eliminates the grace period. Updated Forms

NIH, AHRQ, CDC, FDA & NIOSH are transitioning to updated electronic application forms packages (ADOBE-FORMS-B2) for deadlines on or after July 22, 2011. The use of the new forms packages and deadlines for use will vary by funding opportunity announcement. Applicants may use either the current parent FOAs with ADOBE-FORMS-B1 or the new parent FOAs with ADOBE-FORMS-B2 packages for deadlines on/before January 7, 2012, but NIH strongly encourages applicants to use ADOBE-FORMS-B2 whenever possible. All opportunities will require use of the new forms (ADOBE-FORMS-B2) for submission deadlines on or after January 7, 2012. The NIH Loan Repayment Programs (LRPs) encourage promising researchers and scientists to pursue research careers by repaying up to $35,000 of their qualified student loan debt each year. eSNAP requires electronic submission beginning August 1, 2010

Beginning with SNAP progress reports due on/after August 1, 2010, paper progress reports will not be accepted. All progress reports for awards subject to SNAP must be submitted electronically using the eRA Commons eSNAP module. Paper submissions will be considered noncompliant and will not be accepted or used for consideration for funding and will not become part of the official grant file. Grantees who incorrectly submit a paper progress report will be required to resubmit the progress report electronically using eSNAP. Late progress reports may delay a noncompeting award. NIH introduces a new tool NCBI, “My Bibliography” to eRA Commons

eRA Commons has partnered with the National Center for Biotechnology Information (NCBI) to link NCBI’s personal online tool, “My NCBI,” to Commons. My NCBI offers an online portal – “My Bibliography”- for users to maintain and manage a list of all of their authored works, such as journal articles, manuscripts accepted for publication, books and book chapters. As of April 2010, linking a Commons account to a new or existing My NCBI account allows references saved in My Bibliography to automatically appear in users’ Commons accounts. As of July 23, 2010, PD/PIs will be unable to enter citations manually into eRA Commons and must use My NCBI’s “My Bibliography” tool to manage their professional bibliographies. New F&A Rate Agreement – July 2011 – June 2016

The University has negotiated a new F&A Rate Agreement that will take effect July 1, 2011. The current agreement will remain in effect until that date. You can find both agreements at http://fbs.admin.utah.edu/index.php/mgt/fabenefit/. The rates for Instruction and Other Sponsored Activities will remain the same as in the current rate agreement. But, the rate for Research projects will be changing. For proposal budget preparation, use the rate that is in effect on the first date of your yearly budget period.
