TO: University of Utah Faculty, Staff and Administrators FROM: Dr. Raymond Gesteland, Vice President for Research RE: The Research Handbook The Office of Sponsored Projects (OSP) is very pleased to provide this handbook to the researchers, scholars, educators and administrators who have sought and received externally sponsored projects. The handbook has been designed as a Web based reference tool to assist in developing and submitting proposals and managing awards. Included are university policies and procedures, frequently asked questions and reference materials. The material is arranged into units organized by pre-award and award management activities. A listing of acronyms and a glossary of terms should help you weave your way through the language associated with research administration! Over 2100 links to funding sources, policies, laws, federal regulations, internal references and other resource materials are embedded into the electronic text. The Handbook was developed with the intent that it would be a comprehensive resource document. If we have inadvertently left out information or have misstated a fact, please let us know. This will always be a work in progress and the handbook is scheduled to be updated every year (even though we know federal policy can change daily!). As always, the OSP staff is extremely happy to be of assistance with all of your questions, concerns and challenges as they relate to the funding world.

The Office of Sponsored Projects, which is responsible for maintaining the Handbook, recommends on-line viewing and printing directly from the website in order to obtain the most timely and accurate version available. PurposeThe Research Handbook provides the background information, policy and procedures necessary for the Principal Investigator to: 1. Successfully develop and submit a proposal, 2. Manage the technical, fiscal and regulatory aspects of the project, and 3. Understand the process of reporting and procedures to close the project. Sponsored Projects at the University of UtahAll requests for project support at the University of Utah must be submitted to the sponsor through the Office of Sponsored Projects (OSP). OSP will review the sponsor request and approve all proposals PRIOR to submission. A sponsored project is any non-gift request regardless of dollar amount or level of F&A (indirect cost) recovery. Gifts are processed through the Office of Development. Limited requests for service (less than $5000.00 without a formal contract) from an approved Recharge Center need not be processed by OSP. The Office of Technology Commercialization manages licensing fees and royalty income. All sponsored project accounting is established by OSP and Research Accounting after acceptance of the award or contractual agreement.
