4.7 Leveraging Awards/Multiple Awards (Scientific Overlap)

It is often necessary to have multiple sources of funding for a
project. Frequently, there will be a combination of federal and private
sources or multiple federal and private sources. It is critical that each
sponsor be fully aware that other entities are providing funding, i.e.,
full disclosure of funding support. This becomes even more important if
the funding has or may generate patentable intellectual property.
When soliciting federal support, it is acceptable to submit essentially
the same proposal to more than one agency. It is unacceptable to ACCEPT funding from more than
one federal agency for the same work. In order to leverage the funding,
the project must be separated into discrete sections. Another option is to
work with the agencies to jointly fund the project either through a
transfer of funds or a memorandum of agreement.
